Capacity Building

Development Programs

Building analytical capacity in emerging economies through training, fellowships, and executive education.

Research Fellowships

CEE's fellowship program places early-career researchers from emerging economies in residencies with our network of partner institutions. Fellows work on CEE research projects while developing skills in economic analysis, data construction, and policy communication.

Applications open annually. Fellowships are 6–12 months, with a stipend and mentorship from senior CEE researchers.

Executive Training

Short-format training programs for senior public sector officials on applied economic analysis, fiscal management, debt sustainability, and evidence-based policymaking. Programs are delivered in-country or at partner institutions.

Programs are customized to client needs and can be delivered as standalone workshops or as part of a longer advisory engagement.

Analytical Capacity Building

CEE works with finance ministries, central banks, and planning agencies to build in-house analytical capacity. This includes support for establishing research units, developing data infrastructure, and training staff in quantitative methods.

Engagements typically run 12–24 months and are structured to transfer skills rather than create dependency.

Our Philosophy

Capacity, Not Dependency

The goal of every CEE development engagement is to leave the client more capable than when we arrived. We design programs to transfer skills and build institutional knowledge — not to create recurring demand for external expertise. The measure of success is whether the client needs us less over time, not more.
